Three Saints Road Release Site Stage 2 Abatement Plan Proposal

This is to inform you that SFPP, L.P., an indirect subsidiary of Kinder Morgan, Inc. (SFPP) has submitted a Stage 2 Abatement Plan, pursuant to the 20.6.2.4106(D) New Mexico Administrative Code (NMAC) requirements for the treatment of groundwater and soil containing gasoline-range petroleum hydrocarbons specifically gasoline-range volatile organic compounds and gasoline-range polyaromatic hydrocarbons in excess of the standards identified in 20.6.2.3103 NMAC, tap water standard listed in the 2021 New Mexico Environment Department (NMED) Risk Assessment Guidance for Site Investigations and Remediation (if not in 20.6.2.3103 NMAC), and NMED-approved groundwater standards. Soil analytical results are compared to Dilution Attenuation Factor (DAF) 1 or DAF 2 Soil Screening Levels published in the 2021 NMED Risk Assessment Guidance for Site Investigations and Remediation (or its subsequently updated version) or the NMED-approved soil screening level. This contamination is found in the groundwater in the vicinity of 4220 Three Saints Road and resulted from a discharge of gasoline from SFPP’s 12-inch LS-18 pipeline on December 14, 2018. On April 18, 2024, NMED notified SFPP that it required a Stage 2 Abatement Plan to select and design an abatement option that, when implemented, will result in attainment of the requirements set forth in 20.6.2.4103 NMAC. The submitted Stage 2 Abatement Plan proposal consists of: 1) full scale injection of air into the subsurface to enhance biodegradation of hydrocarbon mass, 2) long-term monitoring, and 3) monitored natural attenuation of the groundwater plume. The Secretary of the NMED will consider the proposed plan and comments received by the public in his decision to approve or notify SFPP of the proposal’s deficiency.
