Drinking Water State Revolving Loan Fund Intended Use Plan SFY26

The State of New Mexico applied for the two-year Environmental Protection Agency (EPA) 2025 Capitalization Grant (base funds) in June 2025; this draft Intended Use Plan (IUP) was submitted as a required component of the application. This IUP will be submitted in July to the EPA for approval after a 30-day public comment period. This IUP covers SFY 2026 and is updated annually with each annual DWSRF Capitalization Grant application.

The Infrastructure Investment and Jobs Act (IIJA) passed by the U.S. Congress in November 2021 provides a historic influx of water and wastewater infrastructure funding through the Clean Water and Drinking Water State Revolving Funds; this IUP covers only the DWSRF. IIJA will provide these additional appropriations to the DWSRF each year from Federal Fiscal Year (FFY) 2022 – FFY 2026. New Mexico applied for the IIJA DWSRF Supplemental Funds, Lead Service Line Replacement, and Emerging Contaminants through EPA’s grant program in June 2025 with the same IUP and project dates as the Base Funds shown above.
