Researching another topic I came across this docket tonight, why has it quietly and secretly been tabled by our state's governor? I have found NO notice of this posted on any social media content relating to our state's governing entities, nor have I...↓ been able to locate any notice posted in local news journals in print or on their websites. As I am understanding this docket, it appears our Governer has appointed a group of *unelected* individuals to draft formal environmental policy that would effectively require all new vehicles sold in New Mexico to be zero emission electric vehicles beginning in only four years, and exclusively by 2032 and that this is directly modeled after California's policy. I am confident in saying a majority of people I acquaint with want to help keep New Mexico and our local community what it is and historically has been, and as this truth conveys it's important that we make our own decisions ~ this is why we live here, in these mountains, and not in a state such as California. It's also true that a majority of communities in New Mexico do not exist in an urban locale such as Albuquerque or Las Cruces, which unfortunately, regarding governing policies, has become a bain on the rest of our state by way of our current and recent governor(s) basing many decisions that affect all of New Mexico on their perceptions of what is happening in these few metro areas

Electric vehicles are great, and they definitely have an important place in our civilization's future. However, realistically they are unreliable and potentially unsafe for traveling on rugged, remote, and rural mountain roads, which comprise the only accessible routes across much of our state's topography. There are very few EV models that can safely and reliably tow a trailer, for example, which is integral to our way of life in our communities. I work with horses and snowmobiles, both of which are necessary for our livelihood in the mountains. It's necessary for literal survival to be able to tow equipment and supplies from one place to another. This would not be possible with ANY electric vehicle technology that currently exists, or WILL exist within the next decade and likely longer. The range of any EV is limited and would not allow towing a trailer with livestock or feed from Taos to Laramie, again just one example, I could write several pages of examples but will keep it to the point. Along with the inability of existing EV's physical capabilities, you can't travel reasonable distances from state to state with an EV without stopping for significant durations to recharge, it simply isn't possible. The restrictions created by financial burdens and time constraints to conduct interstate travel with an EV is an unacceptable financial burden, impossible for every day people, and would directly produce loss, harm and damage to New Mexico residents.

I agree and advocate that EV's should be integrated into our local communities, however not in a forceable way that requires blunt government regulatory overreach, and is such an obvious infringement of our liberties, nor by dictating unreasonable expectations that are literally not possible to achieve! Our energy grid is so strained already, it is not possible nor will it be possible within the coming decade for adequate electricity to be made available by utilities to even consider this as an option. Even if it was a possibility, which again it is not, the necessary infrastructure to produce electricity in an ecologically acceptable manner also does not exist - the environmental impacts to create and transport electricity to charging locations is no less detrimental than what this policy is attempting to address, this is something that California's government has failed to acknowledge about their own regulations.

Please continue to research this topic and determine reasonable and sensible ways to continue to integrate electric vehicles into our society and our localities in New Mexico, in ways that make sense and can be utilized appropriately - i.e. for specific types of commuting and short-distance travelling for certain individuals as well as commercial uses, without trying to enact policies or legislation that will only be a detriment to our communities. There may come a time when the technology and methods of sustainable energy production allows for more widespread integration of EV's, that isn't occurring yet and won't be within the coming decade. Consider the financial burdens enacting policy as described in this docket will directly create for many New Mexico residents. And help keep New Mexico free and clear of bureaucratic overreach that will affect our chosen and independent modern ways of life. As a long-time resident of New Mexico, I can't and won't support any unreasonable government actions that affect our ability to make our own decisions regarding how we travel, especially when such a proposed regulation does not make sense, is impractical, is not financially attainable, and will not achieve the goals it is meant to.

Projections indicate that EVs will account for approximately 40% of total light vehicle sales by 2030, with some forecasts even suggesting it could exc...↓eed 50% by the end of the decade. However, despite the promising trend towards electrification in the U.S., a recent survey conducted by Yahoo Finance and Ipsos reveals that many Americans remain cautious about this transition.

Consumers continue to harbor concerns that significantly influence their decisions regarding fully electric vehicles or plug-in hybrids. These concerns encompass factors such as cost, driving range, available charging infrastructure, and environmental impact. In a collaborative effort, Yahoo Finance and Ipsos surveyed 1,025 Americans to gauge their preferences for EVs. The survey was conducted between September 29 and October 1, 2023.

The survey's findings indicate that 57% of respondents are not likely to consider purchasing an electric vehicle (whether fully electric or plug-in hybrid) when they next acquire a vehicle. In contrast, only 31% of respondents express a willingness to purchase an electric vehicle, while 11% remain uncertain about their preferences.

A closer examination of the demographic breakdown of those disinclined to opt for electric vehicles reveals some notable trends. Specifically, 70% of respondents aged over 65 would not consider an electric vehicle, along with 60% of respondents earning an annual income below $50,000. Additionally, a significant 76% of respondents identifying as Republicans are less likely to consider electric vehicles.

Stephanie Valdez-Streaty, Director of Industry Insights at Cox Automotive, points to various factors contributing to the hesitancy surrounding electric vehicles. She highlights concerns such as pricing, charging infrastructure, and what she calls "range anxiety," which she suggests is more aptly described as "infrastructure anxiety."

When asked about their most significant concerns regarding electric vehicle purchases, 70% of respondents in the Yahoo Finance/Ipsos poll cite concerns about overall cost, 73% express apprehension about driving range, and 77% note the lack of charging stations on the road or at home.

Interestingly, despite the overall skepticism, certain states, such as California, have seen electric vehicle purchases exceed 23%, outpacing the national average of approximately 8%, according to Cox's latest U.S. sales report. Valdez-Streaty attributes these regional disparities to state-level incentives and the effectiveness of educational efforts. Notably, while 52% of survey respondents support government incentive programs designed to promote EV purchases, only 30% are familiar with programs like the federal EV tax credit.

The survey also highlights some inconsistencies in respondents' views on government intervention. While a majority (54%) supports government programs aimed at reducing the country's dependence on fossil fuels, nearly two-thirds (61%) oppose restrictions on the sale of new gas-powered cars.

Conversely, among respondents who are likely to consider an electric vehicle or hybrid, those in the 35-49 age bracket are most inclined to do so (37%), as are 42% of those with an annual income exceeding $100,000. In terms of political affiliation, 41% of Democrats express a willingness to purchase an electric vehicle, while only 17% of Republicans share this sentiment.

Respondents also exhibit strong preferences for automakers when considering an electric vehicle purchase. Nearly one-third (30%) would most likely consider Toyota as their top choice for an electric vehicle, followed by Tesla at 23%, Honda at 20%, GM with 15%, and Ford at 14%.

With the White House aiming for 50% EV sales by 2030, policymakers face the challenge of convincing more Americans to embrace electric vehicles. Valdez-Streaty emphasizes the importance of pricing in making EVs more appealing to U.S. consumers. She notes that affordability is critical and highlights the federal tax credit as a valuable incentive, even though it currently applies to only a limited number of vehicles. She believes that as more affordable electric vehicles priced under $40,000 become eligible for the EV credit, this will play a significant role in driving EV adoption.

Remarkably, the survey also reveals that only 20% of buyers are aware of recent price cuts on electric vehicles, particularly by companies like Tesla and Ford. Similarly, only 20% are aware of recent charging agreements that will expand Tesla's Supercharging network to accommodate EVs made by GM, Ford, Mercedes, and others, addressing another major concern for buyers, which is charging infrastructure and range anxiety.

One of the most critical concerns related to EVs is the mining of minerals required for their batteries. The extraction of minerals like lithium, cobalt, and rare earth elements is known to have detrimental environmental consequences, including habitat destruction and pollution. Additionally, it is disheartening to learn that many of these minerals are often sourced from regions where child labor and slave labor are prevalent, leading to the exploitation of vulnerable populations. Electric transportation is an important part of the coming Energy Transition.

The Energy Transition, including the transition to electric transportation, is:

- Inevitable: costs of renewable energy technologies have for 2 decades been dropping alon...↓g an exponential path, showing no signs of stopping, while conventional sources have been flat for a century, with no sign of improving. If nothing else, economic forces will make this transition unstoppable.

- Necessary: climate change has the potential to end human civilization, fossil fuels are a major cause, hence their use must be replaced.

Because the Energy Transition is among the largest human endeavors ever, places that ignore or delay it will become economic backwaters, whereas the places that embrace and encourage it will thrive. New Mexico is currently behind economically, and is behind in the Energy Transition.
Failure to embrace this change will widen the gap, hurting all New Mexicans.

Electric Vehicles have crossed the threshold of practicality, including for road trips. I and my wife are both close to 100 percent electric. We charge at home, primarily from electricity generated by rooftop solar.
In my opinion, just about any EV is superior to just about any internal combustion car, in cleanliness, quiet, performance, maintenance, and overall cost.

I have three observations about EV charging:

- For road travel, the name of the game in charging is speed, the faster the better. Looking forward, any public support of fast chargers should consider 250 kW an absolute floor in charging capacity.

- The cost of rooftop PV systems capable of charging cars is small compared to the cost of the cars, and the systems last through multiple generations of cars. Relationships between car sellers and PV installers should be considered.

- Low-power, workplace charging should be promoted. Low-cost, Level 1 chargers make use of the abundant daytime energy from solar PV that we should anticipate in the future. This would cover the majority of charging requirements.

The EV transition will hurt some economic interests, who will resist:

- Car dealerships have a huge investment in their service departments.
EVs are less complex, have less maintenance and require different skills to service, so the transition is potentially highly disruptive. We should seek ways to help them along. And car dealerships need to be educated, so that they can educate, rather than thwart.

- The oil and gas industries face declining use of their product and will die. We need to help the people who will be hurt. But the death of these industries is inevitable and necessary. We must have this constantly in mind, realizing that the health and prosperity of all New Mexicans depend on it.

From 2010 to 2023 I drove a Prius. In March I traded it in for an EV. Love it! I also installed solar panels on my home in 2010, so the fuel I use to fill my EV is home-grown. If I can do this, so can many other New Mexicans.
