Instead, we got an oil and gas administration that invaded Iraq to retrieve our oil under their sand. Think how different the world would be had we heeded the warnings back in the 70s. Think how much easier it would be to deal with the crisis had we mitigated greenhouse gas as we did the hole in the ozone. Think how good it would be if we didn?t have to spend trillions to mitigate the crisis now. We must do something. We made it; only we can stop it. Support clean cars. It?s gotta be now because the never is unthinkable.

I am writing to urge you to adopt Clean Cars and Trucks and Heavy Duty Omnibus standards to apply to the 2027 model year.

Six other states have already embraced these standards. Cleaner cars and trucks are a critical tool in solving the urgent climate crisis, but they will also save New Mexicans an estimated $44 billion by 2050 and prevent thousands of deaths and respiratory attacks.

New Mexico-specific analyses have found that Clean Cars and Trucks would slash climate pollution by up to 139 million metric tons by 2050, the equivalent of the entire state's emissions in one year, making these standards among the most effective climate policies ever adopted in New Mexico.

They will also help New Mexico access millions in Inflation Reduction Act funding to boost EV infrastructure and make clean cars more accessible, affordable and convenient. In addition, a new study shows Clean Cars alone would increase New Mexico economic activity by up to $44 billion and add hundreds of jobs.

The New Mexico studies also show that Clean Cars and Trucks standards will literally save lives in New Mexico, preventing 158 premature deaths and more than 76,000 cases of respiratory illnesses by 2050.

These standards will save drivers money at the gas pump, increase availability of zero-emission vehicles for consumers, and promote broader access to these money-saving vehicles for all New Mexicans. The state should seize the opportunity to adopt these standards together in 2023 to get cleaner trucks and cars on our roads sooner and bring New Mexico back in line with life-saving pollution standards.

As an energy and environmental engineer born in the Los Angeles area, I have a very personal relationship to air pollution from cars and other vehicles. We left Southern California in 1972, because of the horrible air. We were breathing poison.
Stud...↓ies in the region confirmed that it was primarily from the vehicles and not local industry. Thus, the first vehicle emission restrictions were considered in California. In fact, 90% of air pollution comes from burning of fossil fuels. Almost 80% of carbon emissions come from the burning of fossil fuels. And a good chunk of it is from transportation systems.
If we are going to have a fighting chance to address climate change, maintain a livable planet, and save the human species, we need everyone and everything to rareduce their fossil fuel emissions. These new requirements will help tremendously. Expect more down the road, though. Our planetary systems seem to be spiraling downward rapidly. Thank you for considering it, and please do it.

I am currently employed at one of the states new automotive dealerships and am proud to say I have been so for 20 years. While I feel we...↓ need to address climate change and pollution in our environment and do read and study this issue regularly, I do not feel that fully electric vehicles are feasible for citizens of New Mexico at this time. I feel that the lack of substantial income for the average New Mexican will make this vehicles out of their price range. (This comes from being responsible for ordering inventory for 3 brands and seeing first hand what the cost of those vehicles are.) I also feel for those of us in a rural area which is most of the state, we will be severely limited in our ability to traverse the state due to charging limitations that will require some time to resolve. I am certain that when automobiles were first introduced they did not tell all the horse owners that were required to switch. Running a farm without horses when fuel was not readily available would have been disastrous. Focus needs to be on 3 things in my opinion. 1 We need to work hard at improving the power infrastructure in the state. Power prices are way to high without this push and giving PNM a monopoly on how we can travel will only make this much worse. 2 Install a strong charging network statewide, this will make using these vehicles more appealing to average New Mexicans. Again I work at a dealership. I have people who come here to charge their vehicles because there is no where else in the county to do so. And I am trying to convince them to buy a automobile they cannot fuel. 3 Push the manufacturers of vehicles to go into a 3 step plan, Hybrids, plug in Hybrids and then affordable EVs. Show the consumer what a Hybrid can save them in maintenance an fuel. Then upgrade them to a plug in where they can make their daily commute on electricity. Then a electric vehicle is not so scary and if by that point there is an affordable EV on the market they will scramble for it. I feel this should be a 10 to 15 year plan. Not a 2 year plan made by a bunch of people who live in cities and do not know what it is like to live elsewhere. Government should strive to lead the people to the best thing for them. Not to decide what is best and then mandate it whether they like it or not. I would like both parties to stop deciding what is best for me to an extreme and please consider a plan the average American can make work. Make me want to vote for you again instead of trying to pick the one that frightens me the least.

While I wholeheartedly support the state's commitment to environmental sust...↓ainability and applaud the initiative to reduce greenhouse gas emissions through the adoption of cleaner vehicles, I believe it is crucial to take into consideration the unique challenges faced by low-income New Mexicans, the absence of sustainable state and national subsidies, and the current lack of reliable electric charging infrastructure.

As a resident of New Mexico, I understand and share the concern for improving air quality, reducing emissions, and combating climate change. However, the proposed rules, as they stand, may disproportionately affect low-income individuals and families. New Mexico has a significant population living below the poverty line, and these rules could inadvertently create a financial burden for those already struggling to make ends meet. The cost of electric vehicles, while decreasing, remains a substantial investment for many in our state. Without sufficient financial assistance, transitioning to cleaner vehicles becomes an unattainable goal for a large portion of the population.

Moreover, the success of any environmental initiative hinges on the availability of sustainable subsidies. Without a clear plan for state and national subsidies to incentivize the purchase of clean vehicles, the burden of the transition falls heavily on the shoulders of ordinary New Mexicans. Sustainable incentives are crucial to making clean vehicles accessible and affordable for all, and I implore the board to explore and implement such programs in tandem with these rules.

Furthermore, the lack of reliable electric charging infrastructure across the state poses a significant obstacle to the widespread adoption of electric vehicles. New Mexico's vast and often sparsely populated landscape demands a robust network of charging stations to provide confidence to potential electric vehicle owners. Without this infrastructure in place, the transition to clean vehicles remains impractical for many, especially in rural areas.

I encourage the Environmental Improvement Board to consider these concerns and work towards a more inclusive and holistic approach to the Advanced Clean Car II Rules. While I support the transition to cleaner vehicles for the benefit of our environment, it is vital that this transition does not leave behind the most vulnerable members of our society and that the necessary infrastructure and financial support are in place to ensure equitable access for all New Mexicans.

Thank you for your attention to these important issues, and I hope that we can work together to create a more environmentally sustainable future that is accessible to everyone in our state.

Dear Respective Board members, As President of the Doña Ana County Farm & Livestock Bureau, I am writing to express my concerns regarding the Clean Car II rules. Doña Ana County Farm & Livestock Bureau represents members involved in all aspects of agriculture including farming, ranching, and value-added/processing, who are often located in rural areas. Our county board works to promote and protect agriculture at the local level while providing a voice for rural communities. As the voice of agriculture in Doña Ana County, we respectfully request that you and the entire Environmental Improvement Board (EIB) vote NO on Docket Number EIB 23-56 (R). EIB 23-56 (R), known as the Advanced Clean Cars and Trucks Rules, will impose an unnecessary burden on the people, farmers, and ranchers of New Mexico.
New Mexico farmers, ranchers, and agribusiness owners are aware of the environmental effects emissions can create and have worked hard over the years to reduce our footprint. As some of the most seasoned stewards of the land, our state's agricultural producers work diligently to ensure the land, air, and water are cared for. Natural resource stewardship is a cornerstone of farms and ranches as our producer's viability directly depends on upon them.
Doña Ana County Farm & Livestock Bureau opposes these rules for the following reasons:
- The rules establish extreme goals. These rules are going TOO FAR TOO FAST and NM will not be able to keep up.
- The rules entirely disregard the long distances perishable agricultural products are required to travel to market.
- Infrastructure statewide is ill-prepared to handle the expected demand caused by the conversion of thousands of vehicles.
o Additionally, there continues to be a lack of infrastructure available statewide to support and serve our rural communities.
- The rules lack flexibility.
- Agricultural producers, rural businesses, and workers have been hit hard by the recent economic challenges including inflation, and new regulations might add more stress to already struggling communities.
- There has not been a robust public engagement process on the rules that will impact New Mexicans statewide.
o Only three public meetings were held on the Clean Car II Rules, two of which were hosted in Albuquerque. Our rural residents, those who will likely be most impacted by these rules, have been ignored and bypassed during this process.
As a practicing steward of our natural resources, I believe it's essential for us to find a balance between protecting the environment and supporting our local economy. I urge you to consider the potential negative impacts these rules may have on our agricultural producers and rural communities.
I appreciate the opportunity to comment on the proposed rules, and I hope we can find a collective solution that helps our environment and supports New Mexico agriculture.
