I am an auto dealer in New Mexico and have been in the transportation sector my entire life. I am committed to help New Mexicans purchase a car that is right for them based on their budget and transportation needs.

I want to be clear that I do not oppose electric vehicles and feel that they are part of our transportation future. As technology advances and when there is sufficient charging infrastructure to support the EV's the adoption rate or demand in EVs will certainly increase. I have several models of EVs currently available for sale and have noticed the steep decline in interest of EVs from my customers in recent months. The reasons stated is that they are unsure if an EV is right for them due to range anxiety, their safety while traveling and needing to spend close to an hour charging. Many have also have expressed concern about the price of EVs and the residual value of their vehicle as an EV battery shelf life is approximately 8 – 15 years.

Other obstacles to consider are the manufacturer's ability to produce enough EV's to meet the mandates of other clean car states. Many auto manufacturers are scaling back their investment and production targets of their EV's due to the lack of demand. In fact, one manufacture has stopped supplying traditional vehicles to dealerships in clean car states. This has forced these residents to either special order a vehicle and wait 6-8 months, leave the state to purchase a vehicle from an out-of-state dealership or be forced to purchased a used vehicle to meet their needs. If consumers cannot purchase a new vehicle of their choice they may be forced to purchase a used vehicle which will cause the price of used vehicles to dramatically increase which will affect all New Mexicans negatively.

I am in the process of installing EV charging infrastructure at my dealership. What I am finding out is that many charging and equipment manufacturers are overwhelmed due to supply chain shortages on transformers and other utility equipment forcing us to wait anywhere from 18 to 40 months for our equipment to arrive in order for it to be installed. Demand for this equipment will be increasing therefore compounding this issue and these delays will set back the progress of reliable infrastructure and will further reduce consumer confidence in electric vehicles.

I encourage the Environmental Improvement Board to consider these concerns and work towards a more inclusive and holistic approach. While I support the transition to cleaner vehicles, it is important that this transition does not leave behind our most vulnerable members of our society.

To Whom it May Concern, New Mexico is not equipped to apply these proposed standards. Some people don't even have electricity in the first place, so can not plug in a vehicle. I ask you to reconsider adopting these standards.

To reduce our carbon emissions from driving, and to save money, I would buy a used electric vehicle today, if I could find a good one at a...↓ good price. That will only happen as more new electric cars are sold, and then resold. While electric vehicle sales are increasing, they are held back by a number of regulatory impediments, that deter sales. This bill would remove some of the deterrents, and provide more incentives to people like me, to purchase both new and used electric cars. Each year the New Mexico government does some things that help promote clean air and zero-emission vehicles, but at the same time, it passes other measures that discourage protecting our environment. We have squandered thirty years in turning back the subtle, but increasingly deadly acceleration of carbon dioxide in the atmosphere. We must do all we can now!

I am writing to urge you to adopt Clean Cars and Trucks and Heavy Duty Omnibus standards to apply to the 2027 model year.

Six other states have already embraced these standards. Cleaner cars and trucks are a critical tool in solving the urgent climate crisis, but they will also save New Mexicans an estimated $44 billion by 2050 and prevent thousands of deaths and respiratory attacks.

New Mexico-specific analyses have found that Clean Cars and Trucks would slash climate pollution by up to 139 million metric tons by 2050, the equivalent of the entire state's emissions in one year, making these standards among the most effective climate policies ever adopted in New Mexico.

They will also help New Mexico access millions in Inflation Reduction Act funding to boost EV infrastructure and make clean cars more accessible, affordable and convenient. In addition, a new study shows Clean Cars alone would increase New Mexico economic activity by up to $44 billion and add hundreds of jobs.

The New Mexico studies also show that Clean Cars and Trucks standards will literally save lives in New Mexico, preventing 158 premature deaths and more than 76,000 cases of respiratory illnesses by 2050.

These standards will save drivers money at the gas pump, increase availability of zero-emission vehicles for consumers, and promote broader access to these money-saving vehicles for all New Mexicans. The state should seize the opportunity to adopt these standards together in 2023 to get cleaner trucks and cars on our roads sooner and bring New Mexico back in line with life-saving pollution standards.

We know that poor air quality exacerbates these medical conditi...↓ons leading to increased ED visits, hospitalizations and premature death. I myself suffer from mild asthma. But my asthma can go from mild to severe quickly when I am exposed to exhaust and pollution coming from tailpipes of cars and trucks. Indeed, this fact limits my ability to walk or ride my bike on our city streets sometimes. I strongly urge you to begin Clean Cars and Trucks rulemaking, adopt strict clean cars standards and put in place mechanisms for enforcement.
