I can appreciate the effort to reduce automotive emissions in our great state of New Mexico. However, the sweeping nature of the proposed law is impractical and unnecessarily limits choice, while simultaneously hampering the ...↓ability to reduce greenhouse gases, and is outright impractical for New Mexicans.

Blindly adopting California legislature hamstrings New Mexico government. It empowers another governing body to adopt changes without consent or input from New Mexico lawmakers. It is evident that the authors of these proposed changes are disinterested maintaining the voice of the New Mexican people. New Mexicans, including myself tout their independent culture, which includes the ability for choice of our vehicles that are driven. Passage of such legislature diminishes the rule making ability as well as culture. For any changes in New Mexico emission standards, I request that the Environmental Improvement Board consist solely of elected officials in a manner that represents all members of the New Mexico population. The approach of appointed officials is a true indicator that these proposed changes are political in nature, rather than representative. This is unacceptable.

I request an implementation plan prior to passage of such rules. As part of the public comment process, the Environmental Improvement Board needs to think through the logistics of implementation. Many New Mexican residents are well below the poverty line, some without utilities, and are simply unable to purchase an electric vehicle, which is currently a premium tier in automotive market. Many New Mexican communities are remote with a large distance between them. There are inadequate provisions for electric vehicles in the state. Prior to adoption, the Environmental Improvement Board needs to provide a logistical approach to the New Mexican people. The approach shall not further increase taxes for the New Mexican people. To me, the proposed rules are indicative of an upper class pipe dream, where everyone has the economic means of the authors. The lazy lack of consideration for socioeconomic factors and planned implementation will backfire in reducing emissions. Very few New Mexicans are able to purchase and practically use an electric vehicle daily. This will result in a decrease in newer, more fuel efficient vehicles on New Mexican roads. Our statewide community will simply continue to drive their older, less efficient internal combustion vehicles.

I request the removal of vehicles be in compliance of California Emissions rules altogether. There are many vehicles that are EPA approved, but not CARB approved. Many of which are small displacement, single cylinder scooters and motorcycles. I personally have multiple vehicles. One of which gets 15 MPG, and the other gets 84 MPG. The vehicle that gets 15 MPG has California Emissions, and the one that gets 84 MPG is not CARB approved. Many of these non-CARB approved vehicles are suitable for urban commuting, take up less space, and are effective means of transportation. If California Emissions rules remain integral to the proposed updates, I request a written exemption for two-wheeled vehicles, including mopeds, scooters, and motorcycles.

Part of the New Mexican culture is to use what is available for as long as possible. If California Emissions rule remain integral to the proposed updates, I request removal of the requirement for motor vehicle engines be CARB compliant. Many of the vehicles on the road are considerably aged and still used. New Mexicans should be granted the ability to procure and install a new engine without additional restrictions as they determine to be necessary. This approach still enables reduction in greenhouse gases, as a new engine operates more efficiently. It also facilitates cleaner air, since new engines in old vehicles reduce the likelihood of burning additional hydrocarbons such as oil.

The Environmental Improvement Board has not provided the New Mexican people with proper due diligence to enact these sweeping changes, which affect everyday life for every New Mexican. The Board has failed the New Mexican people by failing to provide a solution that works for its state. I recommend dissolution of the Environmental Improvement Board altogether, or at the minimum, an elected body of officials to adequately represent New Mexicans. The Advanced Clean Cars and Advanced Clean Trucks Rules do not address the needs of the New Mexican people. The current environmental rules are adequate as-is. If new rules are to be enacted, many changes are requested to suit the great state of New Mexico.

I say a subset of car dealers because I believe General...↓ Motors and Ford are ahead of the curve. The dealers I have heard from during the hearings sell Honda and Toyota brands which are a couple years behind in electrification.

It would be easy to write off those anxious car salespeople as a minority, opposed to the needs of the rest of us. You could call them a well-funded special interest. On the other hand, they our part of our community. They are our neighbors and I don't like to see anyone suffer needlessly.

However, I believe they will not suffer. We're going through a once in a lifetime transition to new transportation technology. While the salespeople admit that EVs are the transportation of the future, they fear they won't have competitive vehicles to sell in 2027 and 2028.

This fear comes from looking _backward_, not looking forward.

These new rules were negotiated by the automakers who have bet their future on zero emissions vehicles. Today, they are rolling out new models so that, three years from now, when these rules take effect, the range of EV models will be much wider.

These rules provide a predictable car market so automakers can meet their own zero emission targets.

Will dealers have to adapt? Yes. More salespeople must learn how to sell EVs. They will have to install more chargers. Their maintenance ads will have to sell tires instead of oil changes. Their popular hybrid cars will come with charging plugs.

Between hybrids and EVs, every dealer will have popular models that are easy to sell. And car salespeople can be very persuasive. I know they can sell any car on their lot.

We are all in this together. New Mexico children need these rules to be healthier and all of us should play our part so we can meet New Mexico's climate goals and enjoy a livable climate future.
I hate to say it, but the tradeoff is some New Mexico businesses adapting to change versus stepping back from a climate future that is so scary that most people are afraid to think about it.

Members and Commissioners, I ask you to approve the clean car rules this week. (And you tell your grandchildren, tomorrow, that you served them well.)

Climate change, the largest ethical and moral challenge of our time. It calls us to live out the basic command of Love Neighbor which is every person and creature. This crisis also affects those who are most vulnerable are already suffering whom we walk with. We know that driving current vehicles is the second largest contributor to carbon emissions in our state and affects our neighbors.

We believe the deeper conversion to love neighbor and care for the common good are values underlying these proposed rules. We are grateful the state is industriously working on charging stations, including rural areas. When I look at family pictures of my ancestors in rural Kansas in the early 1900's I see them in old cars on very muddy paths. The lack of roads did not stop them from driving but encouraged road improvement---I believe that movement to EV vehicles encourages infrastructure.

Because our faith communities walk with and help those who suffer economic inequities with assistance for gas, utilities and food when needed we are encouraged that those challenged with volatile gasoline prices and auto maintenance could save between $14,000-$16,800 dollars during the life of an EV vehicle and that financial incentives can make purchase in par or less than conventional vehicles as we go forward---all while addressing growing air quality and health related problems that cause asthma, heart problems and lost days of school and work.

At IPL we have weighed the challenges the rules carry and we believe we can address these. Above all, we feel an intense responsibility for the health of our communities and the call to address climate change. Pope Francis, who will attend the UN Climate meeting in Dubai at the end of this month just published a climate document following the 2015 document on care of our common home. He stated "With the passage of time, I have realized that our responses have not been adequate, while the world in which we live is collapsing and may be nearing the breaking point...We will feel its effects in the areas of healthcare, sources o employment, access to resources, housing, forced migrations, etc."

In 2015 before the UN Paris agreement, he stated that we were on a "suicidal path", recently he called our path "madness." We as humans must search our souls for how we are to move to collective conversion and the true meaning of being human beings. The Clean vehicle rules are one step we can take as a community to move toward greater life and dignity.

I am here to represent...↓ our family's values, in hopes that my comment today will lead to more wellness in our community, our state and our planet.

Our family believes that moving our society to electrification in multiple sectors will be the path that leads us toward restoring environmental balance on our planet and thereby lead to more unity for humanity. My husband and I have watched the world change right in front of our eyes in the 22 years since our son was born. When he was little, we used to have frogs and toads visit our home every monsoon season, our bird feeders had to be replenished weekly and colorful insects could be found throughout our garden. These days, the bird feeders only need filling every month or so and the absence of toads and bugs in the garden is palpable.

We believe that adopting clean car and truck standards is key to helping reverse environmental degradation and improve the health of human beings as well as nature - which we are not separate from. Both hubby and I drive EVs and love them in every way! We never have to take them in for an oil change, and maintenance non-existent! It only costs us about $45/month to charge both cars, as opposed to the same amount just once at the gas pump! No longer do we contribute to toxic carbon dioxide emissions and global wars.

Our son (the one who used to wonder at the toads) is now an electrical engineer working for a company bringing large-scale solar installations to grid systems. In our family, we see first hand how moving toward renewable energy is the path to a livable future. PNM is rapidly increasing capacity with enormous solar and wind installations! Have you seen the huge battery packs? They are the size of a bus! 200 megawatt hours of storage capacity each! In just his project alone there are 53 batteries and 800 acres of solar panels - and there are several others going up in other parts of the state as we speak. There will be enough capacity, and the charging of cars and trucks will be via clean energy!

There is no down-side to adopting these rules in New Mexico, there are only benefits to humanity and for the planet. I have to assume that you know this in your hearts - please do the right thing and approve the rules as soon as possible. Lets bring the birds and toads back for future generations... I can guarantee, babies keep coming!

I am also board President of New Mexico Voices for Children. Second Presbyterian is a bilingual ...↓congregation, with most of our parishioners from deep rooted northern New Mexican Spanish families. Most of our congregants grew up in northern towns like Chacon, Chimayo, Cimmaron, Cordova, Mora, Pe�asco, Raton, Truchas and Valle.
The older generations in our congregation remember catching trout and drinking out of nearby streams which now flow lower. They remember when the air was clearer and the snow pack more robust. They remember when the summer temperatures were moderate and forest fires fewer and far between. Those who who still have property up north note their gardens are failing to thrive because of lack of water and too much heat. They currently use portable air conditioners in the summer which they never needed before.
Within the congregation, there is collective climate concern for New Mexico. So much so that our congregation selected "Caring for Creation and Going Green," as our 2024 stewardship theme. In the words of one member whose family goes back six generations in New Mexico, (to the 1700's), "People need to realize we are destroying our earth. Everything is about money, not about what's best for us to live."
Our Presbyterian tradition understands the human task of being good stewards of life, air, soil, and water. And we know that that responsibility holds true for all people regardless of faith perspective or worldview, as we are interdependent. Our Presbyterian traditions also place emphasis on caring for more vulnerable populations�which includes those with less resources and personal agency over their lives. We are concerned that environmental degradation disproportionately affects those lacking resources. In the wonderful diversity of our majority minority state, non-anglo communities suffer the most from adverse environmental impacts. We are heartened as a community of faith and proud New Mexicans, that we can still take steps to improve the earth's wellbeing. And we know that the biggest difference will be made when the most people make the most changes�especially at federal and state government levels and in private industry. Although private industry, like automobile producers, should not alone be dictating the terms.
The air we breath must improve. My family has invested in solar panels and an electric vehicle. We are experiencing relief at the gas pump because in that car, we do not use gas�and thus have a buffer from volatile gas prices. Charging the vehicle at home on the inexpensive connector is so simple. Putting in a hook up for charging in a home, apartment, or condo, is affordable and accessible. The prohibitive pricing of EV's is improving�aided in part by federal subsidies�and hopefully, soon, state subsidies.
Thank you, New Mexico Environmental Department for proposing rule changes that will further us on the journey of caring for our planet. I strongly urge the Environmental Improvement Board and Albuquerque Bernalillo Air Quality Board to Adopt them in full. Not only that, I encourage you to adopt them beyond 2032.�Full adoption of ACC II standards to 100% in 2035, will give our state a clearer, more certain path forward to a clean transportation future.
Future generations are depending on us. Adoption of these standards will be one of many essential steps to care for our state for years to come. Thank you so much for your time.�
