First, the traffic impacts al...↓one should be cause for serious concern. This permit would bring more than 400 trash trucks to Broadway every single day. Broadway already experiences congestion, and any accident, road closure, or emergency event could force these large commercial vehicles onto nearby residential streets such as Prosperity Avenue, Desert Road, and Second Street. These roads were never designed to handle heavy semi-truck traffic. Increased truck traffic would create safety hazards, damage infrastructure, increase noise, and disrupt the daily lives of residents.

Second, Mountain View residents would bear the environmental burden of waste generated far beyond our community. We are downwind from the proposed facility, meaning our families would be exposed to odors, emissions, and air pollution associated with the transfer and transportation of garbage. This facility would process waste from multiple counties, yet it is our neighborhood that would experience the impacts. It is difficult to understand why Mountain View should be asked to accept the environmental and health consequences of handling other communities' trash.

Most importantly, we must protect our children and future generations. Mountain View Elementary School is located less than a mile from the proposed site. Our children deserve clean air, safe neighborhoods, and an environment that supports their health and development. Many families in Mountain View have lived here for generations, building a strong and resilient community. We have a responsibility to ensure that future generations can continue to thrive here without being subjected to increased industrial pollution and unnecessary environmental risks.

Mountain View has already carried more than its fair share of industrial impacts over the years. This proposal would add another burden to a community that deserves investment, protection, and respect.

I respectfully urge decision-makers to deny this permit and seek alternatives that do not place the health, safety, and well-being of Mountain View residents at risk.

I hear Rio Rancho prides itself on being business friendly, perhaps the developers can take a look there for locations.

While I have lived in this neighborhood for 11 years, my wife has called Mountain View home for more than 36 years. She grew up here, raised her family here, and has always had a deep love and appreciation for this community. When we married, we chose to make our home in Mountain View because of the strong connection she had to the area and the unique quality of life it offers. It is heartbreaking to think that a project like this could fundamentally change the community that has meant so much to our family for generations.

One of my primary concerns is the significant increase in traffic that would result from this facility. The proposal would bring more than 400 trash trucks into our neighborhood on a regular basis. The roads in our area were never intended to support that level of heavy industrial traffic. In addition to daily congestion, any accidents, road closures, or operational issues could force these trucks onto residential streets, creating safety concerns for residents and damaging roads that were not designed for such use.

I am also concerned about the impact this facility would have on the character of our neighborhood. Mountain View has long been a community where families know their neighbors, children can play outside, and residents take pride in their homes and surroundings. The addition of a large waste transfer station would dramatically alter that environment.

Furthermore, this facility would not be handling only local waste. It would receive garbage from multiple counties, bringing increased truck traffic, odors, noise, and environmental concerns into our community. Residents should not be expected to bear the burden of becoming a regional waste hub.

The potential impacts on air quality, public health, and quality of life are especially troubling. Increased diesel emissions, industrial activity, and the possibility of attracting pests such as flies and rodents are concerns that directly affect the families who live nearby. Mountain View Elementary School is located less than a mile from the proposed site. The proposal would result in more than 400 trash trucks traveling through the area on a regular basis. Our roads were not designed for that level of heavy industrial traffic. In addition to the daily congestion, any accidents, road closures, or other disruptions could result in those trucks being diverted onto residential streets, creating additional safety concerns for residents.

I am also very concerned about the impact this facility would have on our air quality. This transfer station would not only handle waste from our local area but would also receive garbage from multiple counties. As someone who suffers from asthma, this issue is especially personal to me. The roads in our area were never designed to accommodate this volume of heavy commercial traffic.

Beyond the daily traffic burden, there is also the concern of accidents, road closures, or other incidents that would force these trucks onto our residential streets. Our neighborhood roads are simply not equipped to handle the weight and frequency of this type of traffic. What is currently a quiet residential community would become a transportation corridor for waste-hauling operations.

Additionally, this facility would not be handling only waste generated by our community residents. The proposed transfer station would receive garbage from multiple counties, bringing a substantial increase in waste volume to our community. This raises serious concerns about odors, air quality, and environmental impacts. Residents should not be forced to endure noxious fumes and industrial activity in an area where families have chosen to live, work, and raise their children for generations.

As a professional in the pest management industry and as the Public Policy Affairs Representative for the New Mexico Pest Management Association, I am particularly concerned about the public health implications associated with large-scale waste handling facilities. Garbage transfer stations are known attractants for pest populations, including flies, rodents, and other vectors capable of spreading disease. Increased pest pressure will not remain confined to the facility itself but will inevitably impact the surrounding neighborhoods and homes.

Furthermore, Mountain View Elementary School is located less than a mile from the proposed site. Our children deserve the opportunity to learn and grow in a healthy environment, free from industrial pollution, excessive truck traffic, and increased exposure to pest-related health risks. The potential impacts on their health, safety, and quality of life should not be overlooked.

The Mountain View community has worked hard to preserve its character and quality of life. This proposal threatens both. We must protect our neighborhoods, our families, and future generations from the unnecessary burdens this facility would impose.

The lack of exits in the Mountain View are would make this proposal a safety hazard. There are only two major north-south streets between I-25 and the river in the Mountain View area. Broadway has exits north to Rio Bravo and south to I-25. Second Street only has a north exit to Rio Bravo and two lateral streets to Broadway. The lateral that has been being used for months, because of work on 2nd St., Prosperity, is in a terrible disrepair. It is a primary route that residents and visitors have been required to use in and out of areas leading to Mountain View elementary, Valle del Oro, Joy Junction, and all the homes and farms in the area. This alone is egregious behavior against our South Valley communities.

The addition of the proposed site, 1.5 miles from Mountain View elementary, would further hurt our communities and create a fire and safety hazard. Just last week there was a fire on Broadway at a recycling center that closed Broadway north and south. Imagine if an evacuation was needed - 4000+ people had to exit onto a single lane on 2nd street, maybe not knowing which lateral street to take, breathing in fumes and smoke. One additional accident on 2nd street or Broadway, and everything could stop. This would be a catastrophe.

The trash depot proposal would increase truck traffic (large trucks) by 488 per day on Broadway. That is about 40 trucks per hour in a 12-hour day and 60 per hour in an 8-hour day. I am not sure Broadway can safely handle that increase in traffic. I keep imagining if Broadway were blocked with a fire or accident, there could be a only a single way out for all the Mountain View Residents. How do the students get out?

I understand the Community Impact Assessment didn't have any information from the community, just that they'd published the proposal in English and Spanish in the ABQ Journal. I live here and I didn't know about it. So, I'm thinking that the lack of information is deliberate so that the community cannot educate themselves, have a discussion, or make public comments. This is because the proposal does not take our needs into consideration and would be a danger to our safety. Once again our representatives, the city of Albuquerque, and New Mexico is failing us.

I've heard the person proposing this transfer station is a nice man. There are other options - a smaller station in each county or a depot, like the proposal, farther south of Albuquerque. The depot will also require water to mist the trash to reduce dust - and, right now, the farmers aren't able to irrigate

Why I'm writing: Urban centers tend to destroy the spaces of the most disenfranchised communities to make the life of the upper and middle class better. I worry that this would be another moment in history where we are treated like the trash those trucks would move around. But the South Valley is critical to New Mexico and deserves better. I don't want this to happen to Mountain View, with each new, potentially dangerous business on Broadway. MV is a great community. There are farmers, creative people, community gardens, kids and culture and traditions. I see multigenerational farms and families with good lives there. MV needs the city and county to work with them to build a future for their children.

The Mountain View community is and has already been a dumping ground for hazardous and harmful waste, ground and air pollutants. We do NO...↓T need another dump in our community.

Mountain View has been taken advantage of by out-of-state commercial and oil businesses, and even our own City and County have continued to burden us with the city's wastewater and salvage yards, we already have to smell odor every night when we're trying to relax and garden in our backyard. Sadly, our community has been desensitized to the environmental abuse and allows more than they should.
Where is the proposed facility wastewater runoff going to drain? Back into our already stinky, dry, Rio Grande that only has sewer river water running south of the sewer plant?
What about how dangerous Broadway already is while driving? No center lane, no entry roads or pull-off lanes? Loaded oil tankers going 80 mph? And we need to address our already crappy roads that damage our vehicles while driving, Prosperity as an example. Go ahead and give it a drive to see. This facility will lead to more damaged roads and trash all over as haulers take side roads due to traffic and lose trash while hauling.
Mountain View has had enough damage as a dumping ground for the City's waste and fecal matter. We don't need other counties' waste coming here too. This only has benefits to others, and no advantages for Mountain View, it would only harm to our community.
What an insult to the community to even propose a dump. I would like to see the county support small businesses and locals within our community succeed with their business and endeavors rather than wasting time on applications such as this dump "transfer station".
The garbage trucks could drive six more minutes to Montessa and dump there. Let's not put more physical health and mental strain on our community for SIX more minutes of driving to the existing dump "convenience center".
The County does not have an odor policy for stink, so they would get away with stinking it up even more than the community already has to endure. We would not even be able to complain about odor, so let's not create another burden to our community. How about UWS find another location by their home to put this facility, not ours.

Limited egress. As you know, there ...↓are only 2 main north-south roads South of Rio Bravo between I-25 and the river, Broadway. Of these, Broadway is the only street with outlets north to Rio Bravo and South to I-25. Second Street connects to Rio Bravo but dead-ends at the freeway to the south. There are two small, lateral roads that connect 2nd Street to Broadway, Prosperity, which is slightly north of the proposed trash transfer site, and Desert Road, south of the proposed trash depot. Prosperity is in disrepair and has been the major route from Mountain View heading north for several months.

Truck traffic. Can Broadway, much less Mountain View, significantly increase truck traffic and be safe? The trash transfer station proposes to bring trash from 4 counties, carried by almost 500 large and small trucks per day on Broadway. Depending on whether this is a 12 or 8-hour window, this is an increase of 40-60 trucks PER HOUR. Increased traffic accidents, fumes, and dust are among the potential risks. Increased misting within the transfer depot will use water the area can't spare and won't reduce truck fumes and dust from the increased traffic on Broadway. In addition, there is danger of explosions, fires, increased dust and odors, and toxic fumes (not mitigated by misting) in a community that deserves more, not fewer, protections and resources.

The Community Impact Assessment (CIA) in the BTS permit request says only that an announcement was placed in the ABQ Journal in both English and Spanish – but nothing about actual outreach to the community, which is predominantly Hispanic, has many farms, including organic farms, multigenerational homes, and children. I keep finding people who know nothing about it. There is nothing in the CIA related to steps taken to ensure the safeguarding of people, animals, plants and the larger ecosystem or the children at Mountain View Elementary (1.5 miles west) or the residents of Mountain View, estimated at 4000 people.

The transfer station increases potential dangers to the community. There are two ongoing and recent examples of the neighborhood's vulnerability. For months, because work is being done south of Rio Bravo on 2nd Street, northbound traffic has been detoured to a very small road in poor repair (Prosperity) that connects to Broadway. Increasing traffic will only make the area more, not less, dangerous. The intersection of Prosperity and Broadway is very close to the proposed transfer station.

Secondly, a recycling center on Broadway had a fire recently (5/23/2026), leading to the closure of Broadway north and south. That alone, had the fire been larger or the evening windier, could have jeopardized the safety of everyone living on or near 2nd Street, who might have had only a single route to evacuate.

The Mountain View community is a vibrant and viable community. If you know 2nd street, you know there are thousands of people/families/farms, etc., for whom 2nd street is a lifeline to the rest of Albuquerque. In the Mountain View area are community gardens, organic farms, Valle del Oro Nature Center, Mountain View Elementary, and established and developing neighborhoods. This was not reflected in the Community Impact Assessment (CIA).

The South Valley and its adjoining communities are dedicated to investing in a beautiful and environmentally sustainable community. We visit our friends and relatives, go to great restaurants and events, learn about schools, and meet with civic leaders and representatives. If you don't have friends or family here, you probably don't know what a rich area it is in terms of culture, tradition, and more. The South Valley is a tremendous asset to Albuquerque. If maintaining and growing our cultures, traditions, communities, ecosystems, and supporting a vibrant future for the whole city is important, the permit needs to be denied, and alternative solutions proposed that would be better for the business owners and the Mountain View Community.

The Broadway Transfer Station Permit Application and associated Community Impact Assessment (CIA) do not adequately assess the on-site and off-site health risks associated with waste handling operations.

Section 6.2 of the CIA states: "Dust impacts ...↓from the handling of waste material will be mitigated by conducting all operations within the transfer station enclosure and through the use of a misting system, which will minimize the potential for dust and particulates to become airborne and leave the property boundary. Given the best management practices which will be utilized at the BTS, dust impacts to surrounding areas are expected to be fully mitigated and therefore no impact is anticipated."

Section 11.5 of the CIA states: "The UWS team agrees that municipal solid waste may contain materials which are capable of emissions that pose risks to human health. However, these risks are mitigated by engineering controls and best management practices utilized in operations. As discussed in Section 12 below, and as described in the facility solid waste operating permit application, all waste transfer operations within the transfer station will be conducted in an enclosed structure which will employ a misting system to minimize generation of particulates and minimize emissions from the property."

Volume 2 – Attachments for the Permit Application: Attachment 3, Sheet C-16 notes: Dust control misting system to be constructed within transfer station building in accordance with architectural plans to be completed following permit approval."

No facility ventilation design details or operational procedures are provided to substantiate the assertion that off-site emissions will be minimized or fully mitigated. No quantitative analysis has been conducted of offsite impacts from particulate emissions during routine municipal waste handling operations or in the event that a prohibited waste type is encountered during waste screening. Details regarding the proposed dust control misting system will not be completed until permit approval.

Attachment 3, Sheet A-201 of the Permit Application provides an elevation drawing of the transfer station. The transfer station as designed includes eight, 18 ft. x 18 ft. station doors on opposing sides of the building. If any doors on opposing sides of the building are open at the same time under windy conditions, the resulting Venturi effect could significantly exacerbate off-site releases in the prevailing wind direction through resuspension of particulates and other loose waste material within the tipping pit. Moreover, the effectiveness of misting as a means to minimize emissions could be nullified. Will any station doors on opposing sides of the facility be open at the same time during waste handling operations including waste tipping, screening and reloading/compaction?

Will the transfer station be equipped with a ventilation system capable of maintaining a negative air pressure within the facility? If so, is the ventilation system fitted with filters or scrubbers? Is the ventilation system capable of maintaining a negative pressure with one or more of the station doors open? What is the air change rate per hour for the transfer station ventilation system? Will particulate air samplers/monitors be provided at the point of exhaust?

Will the proposed misting system be in continuous use during all waste handling operations year-round, including when the ambient outside temperature is below freezing? Is the transfer station heated? What is the removal efficiency of the proposed misting system for respirable size particles? Will the misting system be adjusted seasonally for changes in relative humidity and/or dryness of the waste?

Will the air quality within the waste transfer station be continuously sampled and monitored to ensure occupational safety? If not, are dust masks sufficient respiratory protection for workers assigned to waste screening?

The Broadway Transfer Station Permit Application does not include an up-to-date or complete financial closure cost estimate.

Volume 2 – Attachments for the Permit Application: Attachment 12 – Financial Assurance, reports that the facility is scheduled to be closed within the 20-year term of the proposed permit. Closure costs are estimated at $84,001.20. This estimate was made in 2021 and did not include any adjustment for inflation. The surety bond amount should be updated to 2026 and include a 20-year adjustment for inflation using the CPI percentage from the US Bureau of Labor Statistics prior to issuance of the permit.
